Why telcos are reluctant to deploy IMS? Most likely the telcos have the attitude of "wait-and-see". Since IMS is still new, they don't dare to invest early since they still have legacy networks which runs on non-IP infrastructure. Furthermore, the mobile internet users in Malaysia are still low and lack of awareness.
